Debra Rosen, MPH, RN, is an Advising Consultant with Elevation Health Partners, bringing more than 35 years of healthcare leadership experience in strategic planning, quality improvement, population health, and practice transformation.
Debra spent over two decades as Director of Quality, Health Equity and Innovation at Northeast Valley Health Corporation (NEVHC), a large Federally Qualified Health Center serving more than 100,000 predominantly low-income patients across the San Fernando Valley. As a member of the executive team, she led enterprise strategic planning, population health, quality improvement, and health equity initiatives across the organization.
At Elevation Health Partners, Debra advises clients and teams on strategic planning, practice transformation, performance improvement, and Medi-Cal and Medicare quality initiatives. She brings deep expertise in translating strategy into action, strengthening quality infrastructure, engaging stakeholders, and helping safety-net organizations navigate complex healthcare environments.
Debra holds a Master of Public Health and Bachelor of Science in Health Science from California State University, Northridge and is a Registered Nurse. She is also a California HealthCare Foundation Leadership Fellow and a recognized leader in quality improvement, patient experience, population health, and strategic planning.
